Hi,
Cubase Preferences folders are:
Mac: ~/Library/Preferences/Cubase X
Win: %appData% \Steinberg\Cubase X_64
Where the X is the Cubase version (for example 13).
Please, as you are on Windows, did you install Cubase as an administrator?
Yes, sure, I’ve installed Cubase as administrator. Even more: it worked well for few months on current PC, but it stopped to start only yesterday (no changes were made on PC). Disabling of preferences doesn’t help - I’ve tried few times. renaming of preferences folders doesn’t help also

Are there any current crash dumps from Cubase? You will find them in your “Documents” folder, under “STeinberg\Crash Dumps”.
Upload some of the, or upload them to dropbox (or other service) and post the links.
No. Nothing. Mentioned directory is empty
Well, something clearly did change.
Do you take regular backups of your OS drive?
Hi,
Download and test Cubase 14 Trial at your system. You will see, if it works or not.
