  1. In Notation Options, set the Clefs option to “Respect Octaves”.

Bingo. You can then use the Tenor staff with a different clef, or export MIDI/XML more easily.

If you need to have the Clefs Ignore the octave indicator for other instruments, then you add a manual clef at the start of the Tenor (in each Flow) and set the Octave Shift in the Clef’s Properties panel instead.
