Changing audio track input directly to HW input

It seems like you can select any hardware input when creating a track, but once the track is created you lose that ability forever and can only select an existing BUS. Is that true, and if so why?

Also, is there a way to save a default bus setup that automatically is applied to new projects without the additional step of selecting a preset?

No one but Steinberg knows… but this has been noted before.

This can work with track presets if the Audio Connection configuration for inputs is exactly the same when saving the preset and when creating a track from it, and if your Karma is right…
