Changing bpm of music in flight and gradually bringing it to a stop

Hi,

A lot of music out there shows a tempo build up, slow down and dramatic stop after slowing down of the tempo.

I use Cubase Elements 9 on a Windows 10 machine. While I can set the bpm of the entire music how can I modify it for a short duration with the rest remaining at a different bpm for dramatic effects?

Imagine drums beating and strings playing (vibrato) that I want to increase say for a short period somewhere during the track, bring it to regular bpm (used for most part of the track) and end the music by bringing the sound of the strings and drums to a gradual stop. How is this possible?
