I will like to know why I can’t tie the second quarter note with the eight notes it change the first quarter note to a dotted quarter note. I understand that it doesn’t change the value but what do I have to do to keep it as the original as the second quarter note tied with the first eight note in the D chord measure? As the attached melody staff.

In general, Dorico tries to notate dotted and tied rhythms following ‘best practices’ from music engraving, like those described by Elaine Gould in her book Behind Bars. But you can override many (most) of that.
First place to look is Notation Options → Note Grouping. There are several settings that affect the appearance of dotted notes in various metres. I haven’t tried for your specific case, but I think there will be a setting that’ll help you out.
Then there will always be exceptions to the rules, whether they were built-in or adjusted for general cases in Notation Options. That’s where Dorico offers the possibility to Force Duration, recognisable as the ‘clamp’ icon in Write Mode.
If you select the first note you want to tie, then type (letter) o , and then tie the notes together, the first note will keep its appearance as a plain crotchet, and will not change into a dotted one.
I have follow the procedure that you describe but still getting the same result [2+1]/4 and the quarter note is still becoming a dotted quarter note. Why?

Yes, the procedure with force duration woks perfect for this. I managed to change all the measures that needed a change
