I messed up and made a chord sheet in 3/4 instead of 4/4, but when I change the time signature all the chords move according to the new time signature. How do I stop this? It makes them in the wrong place

It sounds correct to me!
A chordsymbol at 4.beat in 3/4 (1.beat in 2.bar), will still be at 4.beat in 4/4 (which is at 4.beat in 1.bar). The chords are staying according to it’s placeholder.
Or do I misunderstand your question.
Hi @btiemann63, and welcome to the Forum. As @Buer says, Dorico attaches Chord Symbols to their absolute rhythmic position of the entire flow, and not to the relative position of the bar.
I think you need to adjust the positioning manually. Setting the grid resolution to quarter note (depending on your situation) and using the marquee tool and the moving shortcut Option(Alt)+right arrow, this can be done quite quickly. Here an example with the chords existing only on beat one (if your situation is more complex, than some more steps may be required):
