Given that the internet connection works and that I also have the USB eLicenser connected, can anyone tell me why Cubase sometimes cannot complete the license check due to a lack of internet connection (which is active) and it is not possible to launch it without restarting the computer? This problem also occurred with versions 12 and 13.

Cubase 12, 13 and 14 do not use the USB eLicenser anymore. You need to start the Activation Manager and see if your Cubase license is activated.
The Internet connection is not used for this, unless you need to activate a license. As long as your system is running the internet connection can be even disconnected.
Everyting is activated. The issue happens only sometimes. There is nothing to do with the eLicenser.
