The Dorico manual tells me ABOUT chord symbol regions but doesn’t tell me how to show / display them so I can make edits. How / where do I find these or get those region bars to display? Thanks!
Context: I’m trying to get empty staves to hide, but the chords are preventing it.

But where? My screen doesn’t show those bars / highlighted regions.
Have you actually added chord symbol regions?
Edit: If you have, then make sure you have View > Highlight Chord Symbol Regions checked.

That is the manual for Version 3! (don’t use google to search the manual)
