This is (for now) intentional, and results from the changes we made in Dorico 6.2.20 to try to make the behaviour of chord symbol alignment when you hide chord symbols or diagrams for different chord symbols within the same row.
However, we are planning to make some further changes in this area, such that if chord symbol alignment is disabled altogether, the gap left behind by hiding a chord diagram will be closed up, or if you choose to hide the chord diagrams for all chord symbols on a system, then all chord symbols will be allowed to move closer to the staff.

I’ll have to read your answer again to fully grasp it to be honest, but in fact the only reason in 99% of cases for me to show the diagrams in the staff is in order to edit them at the start of the flow!
If you made that Chord Diagram block editable (=choose which diagram to appear), most of these issues would go away for me!
And: Since I have to correct the position in Engrave, changes do not translate to staff spacing, which is unfortunate…
