I am pretty sure there should be Click option. I swear I had it before I reinstall Windows and Cubase, but now it’s gone

Not anymore. This column has been removed with Cubase 9.5. There was a bug and the column was still visible. In Cubase 10 the bug has been fixed, and the column is not visible anymore. You can route the Click to the Buses in the Transport > Metronome Setup > Click Destination section.
