Composing in millisecond intervals

In Cubase Pro 12, is there a way to compose in millisecond intervals? For example, insert one note exactly 70 milliseconds after a given note. And instead of dragging it, could I type the amount of milliseconds in? Can I make the duration of a given note last for a certain amount of milliseconds? Can I copy and paste an entire section consisting of multiple notes from multiple instruments a certain amount of milliseconds from a given note?

If these things are possible, please let me know how its all done.

Yes, it’s possible. Switch the Primary Display and the Ruler to second or Timecode, please.

Switch the Ruler to “Seconds”, not to Timecode, please.

You would do this by Selecting the Note (or whatever) and editing the desired value on the Info Line.
