1. How can I display the green rest in the second voice as well?

That’s apparently because you’ve entered explicit rests in Cl. 1. Delete them and the rhythm will appear correctly (you don’t have to switch on color for implicit rests as I do, I’m just showing how I noticed what was wrong.)

I don’t have time right now to search a solution for your first point. Maybe the easiest way is to enter the quarter rests as text items and to hide them in the parts.

@k.k I forgot that when rests are condensed like this (in a two-voice condensing section), they’re just overlapping. So you can select the rest in Engrave mode and change the rest position in the properties:

I have a follow-up question. How do I add a slur where I’ve marked?

When the two voice merge, the slur doesn’t appear.

Indeed, if you switch from two voices to one voice in the middle of a phrase, you’ll loose the slurs.

If you really need it, you can fake the one-voice display in Engrave Mode:
