I can fake the tie with a slur of course, but the attached line is used hundreds of times by this composer to indicate a primary voice and I’m not sure what to do about that…

Yes, unfortunately at the moment the new lines added in Dorico 3.1 are not yet included in condensing. I can’t think of a particularly practical workaround to this problem at the moment, I’m sorry to say.
