Condensing score vs. setup of multiple players per staff

I am trying to create a score template for orchestra playing a film score and have a question what is the right/best way to achieve what I want regarding staff labels (instrument names) and player parts. What I want to achieve is to have certain instruments in pairs. For example Horn 1,2 and Horn 3,4 each pair on a separate staff. But for the player parts, I would prefer to have a single part for each player. At least that is what I would consider the standard.

I can see that there are two ways this could be handled. I could create individual staffs for each horn and write each part. After writing I could use the condense feature. But then, I would not have control over how Dorico would group the instruments together. For example, I could get all players reduced to now staff or no grouping at all depending on what I wrote. The other method would be to create only two players for horn in setup and add a second instrument to those players each. This way I get to control the grouping as I want it, but I would not get individual parts for each hornist.

What would be the better way to do this?

Condensing is the way to go with this, so you can have individual parts and a condensed score. If you want Horns 1&2 and 3&4 together you can set this up in Layout Options:
