Condensing: Some instruments do not condense

Hello. I’ve enabled condensing in the attached Dorico 4 Pro project, but some instruments, oboe, clarinet, and bassoon are not condensing and I’ve no idea why not. I’ve also attached an image of my condensing settings.

Oboe 2 from is higher in pitch than Oboe 1 basically throughout this passage, so will be exceeding the maximum pitch crossings per phrase rule in Notation Options > Condensing.
