How to configure the project sales so that you save the configuration and when you start the project, keep them as they were recorded.

It seems you are using Cubase Elements/AI/LE, right? This is and known issue of Cubase 10.0.10, the Project window Setup is always reset. There are another threads and reports of this issue here on the forum.
This should be fixed in the next Cubase update.
