How to connect a midi control app using TCP or UDP to Cubase

Win or Mac?
Windows is not able to receive MIDI over network by default. You need to install a driver.
Then it is a setting in the driver.
For Windows, last time I checked, Tobias Erichsen’s rtpMidi is still available (rtpMIDI | Tobias Erichsen). I used it in conjunction with TB Midi Stuff on an iPad, worked fine for the purpose, even if latency over Wifi wasnt the best…
