In my current project I have selected a staff labelling option for printing the name of each instrument group once. I have picked this for both individual and section players. When there are individual instruments that are numbered it gives me the results I want; e.g.,

When there are sections of players, which are not numbered I get the name of each group duplicated for each staff;e.g.,

I have .PNG snippets of these situations that I can send you if I can find out how to transmit them.
How do I set up my project to use the first of these styles consistently?

If so, could you share your project here? You can make a cutdown version without any music, since just understanding the setup should be sufficient.
Chances are you have edited your Staff Labels. If Dorico “sees” a difference between two apparently same labels, it will treat them differently. The use case it with spaces, adding those before or after the label will modify it, and Dorico will treat them differently (providing they don’t have the same number of spaces). I would revert the staff names to factory names, it should solve the problem. (Of course, seeing a cut-down project would have helped us to get rid of other possible problems)

Yes. The trombones, for instance, have been modified in the staff label editor. I suggest you do not do that. Press on the Reset to Default button to keep it as is, originally.
It should revert to Trombone. That way, there will be consistency over all the instruments. Actually, make sure you modify those labels only when you really know why you’re doing this. Note that there are options on that editor, such as Show transposition (your Bb trumpets should show the transposition one way or another, so it’s normal it always shows or follows layout options, but not Never).
Once everything is reverted to factory settings, you should find everything is much more consistent. And you can use Layout options>Staff & Systems>Staff Labels to change the appearance of those transpositions, on one or two lines, etc.

And if you want section players staff labels to look like the other ones:
…you need to display instrument names and not player names (you won’t get automatic numbering with player names, AFAIK).
To make sure you enter the same instrument name for all of them, you can go through Edit Instrument Definition and change the name there.
Am I required to put numbers in there when I EDIT INSTRUMENT DEFINITIONS?
No, instrument names are automatically numbered, providing they’re exactly the same.
In my example above, I just entered Soprani and Alti as instrument full names. “1” and “2” are then automatically produced.
I’ve attached here a new file that I set up for two sections each of sopranos and altos. I did not alter any names, just used those that Dorico supplied as defaults. I did select the STAFF LABELS FOR IDENTICAL ADJACENT INSTRUMENTS options to show the name of each group once, rather than once for each staff. You can see that the results for the vocal sections don’t match this. What do I need to do to get the labels to show the name only once for each group?

As I was saying above, you need to display the instrument names (default setting) and not the player names.
In Layout Options > Staves and Systems, untick “Show player name…”
