Hello, why is cubase not copying and paste selected tracks correct? Cubase starts new tracks and moves the copyed tracks to new ones?! I have cubase artist 9.0.

I think you mean a part and not a Track.
If you paste a Part it will placed on the selected Track on the song position.
These mean if you copy a part on bar 3 and your song position is on bar 5.
You will paste it on bar 5.
The easiest way to copy parts is drag and drop by pressing the ALT key.
