I upgraded to Elements hoping it would solve my problem- to copy my layout options from one file to another. Propagate part only works within one file. Any way to do it? I have saved the settings as the default, but I assume that only applies to newly opened projects, not ones already created. Thanks!

What about the “Reset to saved defaults” button in Layout Options? AFAIK there are two sets of saved defaults in Layout Options, one for the score layouts, and one for the parts. So, you should first save as default in a score and in a part, and then restore in both as well.
