I was wondering why we cannot copy/paste system break and frame break signposts in Engrave mode while we can in Write mode.

I think this is because in Engrave mode you can move items graphically, while in Write mode you can move them by rhythmical position. And copy and paste needs rhythmical position to let Dorico know where you want to paste them.
For example you cannot navigate between rhythmical position in Engrave mode, with the arrow keys, so easily as you can in Write mode, for example to choose the position where you want to paste.
(Just my thought, I may am probably be wrong).
But I read/heard some time ago that @dspreadbury wrote/said that in future some functionality between Write and Engrave mode will be somehow merged/overlapping (I hope I didn’t misunderstood)

Just wanted to mention that you can hack in a shortcut to be able to create System Breaks in Write mode. Just add this to the kGlobal context of your keycommands file, substituting in whatever shortcut you want:
