Yesterday I copied material from a left hand staff of a piano to another single staff instrument. When this material contains pedal lines, the notes are not copied, only the pedal lines. No big deal because you can deselect the pedal lines before copying, and then things are fine and you don’t want pedal lines in a bassoon part anyway. But the behaviour is strange. It makes more sense that exactly the opposite would happen: only copy the notes.
I tried this several times in new scores. It happens all the time.

The cause of this is that the pedal lines are (internally) attached to the top staff. So when you select on the bottom staff with pedal lines you’re actually copying 2-staff material without knowing it. Thus the LH material you meant to copy can only go onto a 2nd staff of one instrument.
Daniel has said they intend to change how this works someday. No timeline as to when.
