Correct Number of Beats in Each Measure

No, I actually don’t agree with either of those statements.
Other than pick-ups and open meter, measures should always have the exact number of beats (notes and rests) that match the time signature. It is not a matter of creativity or artistic exploration for a composer to do otherwise. If somebody does that intentionally, I’d consider that an insult to the musicians.

As noted above, I expect the technology to do much of the minutia, and that most certainly includes something simple like making sure the measures have the correct number of beats. I should not have to waste any of my time proofreading for those cases. These cases should either be corrected automatically or else indicated in a visually obvious way.
