Is there a way to combine dynamic and tempo expressions, for example:
Decresc. e Rit. ?

Welcome. In this case, probably best to write it as text, and hide both the “real” dynamic and tempo marks.

You can add a suffix to the dynamic (but it won’t affect tempo).
