hey hey everyone… is it possible?
You can double click an empty space between locators to create an empty midi part.
If that’s what you mean by midi region.
Or, if you mean the other way, then you can select one or more MIDI events and press P to set the locators to the event(s) range. P = Transport → Locators to Selection.
