CUBASE 10.5 - DspMixFx UR-RT2 not active

I have аудио interface UR-RT2. At start CUBASE 10.5 UR-RT2 to become not active. Why?
There is a dialogue window:Cannot use USB port; it is being used by another application.

Because when u launch Cubase UR-RT controls from cubase.

Check Hardware tab in MixConsole.
