Cubase 10 plug-in loading error

First of all, I apologize that the sentence may be strange because I am using a translator.

There is an instrument that has been downloaded and used on an external hard disk, and it is marked as a “missing instrument” after one error in the external hard disk.
Therefore, the same instrument was newly downloaded in the “C:\Program Files\Steinberg\Cubase 8\VSTPlugins” folder, but it is not recognized.
When you try to retrieve it from the plug-in manager inside the Cubase, it shows a “run-time error” sign and the program stops at all.
How can I solve this problem?

This sounds like a problem of the VST plugin itself, because Cubase does find it apparently, but when attempting to run it, it finds an error. What’s the plugin?
