Cubase 11 will not close when I try to exit. All I get is the menu bar and a spinning circle. The only way it will close is if I terminate the task in Windows 10 task manager or if I reboot the computer.

To quit Cubase, you have to close the menu bar. This is the way, how to do it.
unless the OP is using AA plugins in which case that won’t help 
and is a known issue that’s been going on for a while now.
