Cubase 11 FLS slot issue

Hi,
does anybody still have this issue:

Cubase 11 allows me to use only very limited number of VST’s (see the picture), leaving the inactivated slots impossible to even remove from their slots!

Windows announced already in 2019 increasing the long-standing limitation of 128 slots per process to over 4000 per process.
So, where is the problem?

My system:
Cubase 11
Windows 10 Pro Intel(R) Core™ i5-3570K CPU @ 3.40GHz 3.40 GHz
RAM 32,0 Gt
Vers. 21H1
