Yes, I think it was mentioned on release that you cannot open projects saved in Cubase 14 on previous versions of Cubase.
Create the file in Cubase 12. Then open it in C14 and do your thing. Chances are good that this file will then open in C12 as well.

Cubase 13 just got an update that will open projects created in Cubase 14.
Works well. Don’t know if Steinberg will do an update to Cubase 12 to do the same.
Cubase 12 needs the same patch applied immediately. A critical team project was halted due to compatibility issues, forcing me to abandon version 14. If Steinberg keeps neglecting cross-version compatibility, it won’t survive.
Steinberg/Cubase cannot survive either without the complete overhaul of its architecture in order to meet today’s requirements.
So, which way do you want Cubase to go down? I prefer survival 
Apart from that - Steinberg openly communicated and announced upward and downward compatability. I am sorry that you missed it and that you are in this situation right now. However, this one is not on Steinberg.
