Cubase 13 (also 12) - weird VST hangups when opening on the second screen

I have been fighting this issue since Cubase 12. I finally found out the 99% reproducible culprit. I use a two-screen setup with a pretty high-end machine. I noticed this behavior with plugins Opus or FabFilter Eq3. The plugin doesn’t matter, but what matters is that if I open the plugin on the second screen, the plugin hangs.

What is worse is that the plugin layout gets saved, so if I then reopen the project even after a fresh restart, the mere opening of the VST (or VST-I) hangs Cubase in a way that I have to force close it. I must delete all Cubase preferences and only then open the plugins on my screen 1.

I suspected a video card issue, but I have nVidia RTX 3060 with the latest drivers installed, and before, I had nVidia 1080, both with the same behavior.

As soon as I take care and never open the plugin on the second monitor, everything works 100%.

Has anyone experienced this? Any workarounds?
