Cubase 14 won't load

Greetings everyone.
After installing version 14, about a few days later, Cubase stopped loading.

When loading, scanning occurs, reaches VST Mixer, freezes for a few seconds, and then scanning simply disappears and that’s it - the program does not load. The next time I boot it says that the work was completed with an error when executing the ntdll.dll file.

I checked the ntdll.dll file - this is a system file located in the System32 folder. Everything seems to be fine. I checked using SFC and DISM tools. They write that all system files are in order.

All other programs load without problems.

I have Win10 OS with all the latest updates.

At the same time, if you disable the program settings during download, that is, click on the ‘Disable program settings’ checkbox, the program will be loaded with factory settings, and all user settings will be disabled. For example, if the Control Room was turned on during operation, it turns off, and it has to be turned on again. Well, all other user settings are turned off. Very uncomfortable.

What could it be? How to fix it?
