Cubase 6 keeps blacklisting my VST2 plugins on new machine - what is going on?

I’m planning to upgrade to Cubase 11 on a new machine and have installed Cubase 6 on it so that I can simply finish some unfinished projects but reinstalling my plugins it is blacklisting several of my VST2 plugins - including PadShop Pro. How on Earth do I get them to stop blacklisting? Deleting the blacklist xml just gets recreated on launch. Not problems with this under Windows 7, new machine is Windows 10. UAC turned off. Anyone?

If you have VST3 version of the same plug-in installed, the VST2 plug-in would be blacklisted.
