Hi,
In the Safe Start Dialog, you will see several options. Choose the “Disable Preferences” option.
Once you do this, Cubase will start with the factory settings. Then try to reproduce the issue. If you cannot reproduce the issue in the state, the issue is caused by some faulty preferences. Then it’s recommended to delete the preferences, so Cubase will start with the factory settings. If you can reproduce it even when the preferences were disabled, then the issue is not in the preferences, so it doesn’t make sense to delete them and you can continue using your custom preferences.

I had a similar problem with Cubase 9.5. It was failing to start after I installed a large number of plugins from Native Instruments. After deleting all but the ones that I wanted most, Cubase started again. I would suggest that you try temporarily renaming all of your plugin folders and then start Cubase. All of my startup problems have been associated with plugins in one way or another.
