cubase ai 10.5 reactivation problem ( from modx6)

Greetings !
i cant reactivate cubase ai on my pc,and i have went over many articles but still cant address the problem

  1. i get two e-licenser in My steinberg account ,one is the older one (activated) and the other is the pc that i want to reactivate now
  2. i click the reactivate bottom on the top but it said “there is no e licenser to reactivate”
  3. i couldnt find the bottom of reactivation in the column in my older licenser

not using usb-licenser
the ur24c is from the keyboard

btw i just found that in my account the product name is ur24c interface
but when i start the e-licenser in my former laptop , it showed the permission is cubase ai
it really confuses me…
