I use Cubase 12 Pro and I’m trying to understand what the difference is between insert effects and the channel strip. Is a channel strip basically a line of effects that are built into a real mixing console? Also, what is the signal chain - do insert effects come before or after the channel strip? Thanks.

the Channel Strip is basically an additional row of inserts with a nice overview via the Channel Settings window. Both Inserts and Channel Strip come with presets.
Signal chain: The Channel Strip is located after the Inserts per default but you can switch its position here:
Some Channel Strip presets are known to come with a fairly huge amount of latency, so you better keep this in mind.

The effects of the channel strip are basically plugins that are fixed. Ie. you have a limited choice, if any, which effect to use in the different parts of the channel strip.
The advantage is that you don’t need to load extra plugins in order to do some of the basic sound editing. You have the EQ, a compressor, and so on.

Is there a way to position the channel strip pre/before the inserts as the default. I searched for this option but could not find it.
I am not in the studio right now. Try to create a new track and change it accordingly. If you create another new track - does Cubase by any chance remember this last setting from the previous channel?
There is no default setting per se other than this possibly/hopefully last active setting behaviour. Worth a try.
Curious: can you resize (scale) the channel strip? When I use my laptop, it’s a bit small

Yeah, I didn’t have high hopes but anyways, worth a try.
If I were you I would work with track presets. Or templates if you know what sort of project it’s going to be. You could as well just duplicate a track without data (assign a key command) to start with that sort of setting.
