I just had a look at the Wave website and compared the system requirements.
You have WaveShell 9.92 which is supported on Windows 10 only, no Windows 11, and you run Windows 10 20H1, which is build number 19041.
This seems ok for Wave, however Cubase does NOT support this release of Windows. The minumum is Windows 10 22H2, which is build number 19045.
So you are definitely running a combination that is not supported, you should at least update your Windows 10 to a latest version.
