I am trying to load key commands from my downloads folder but am unable to because Cubase doesn’t recognise them in the format that Cubase saved them in.

Just paste the XML file to the Cubase preferences folder.
The Import option in Cubase is there for very old Key Commands file format (pre Cubase SX).
