Cubase Elements 8 = multiple screens?

Hello all.
I was wondering if Cubase Elements 8 can support using two monitors.
In other words, can I use two monitors in a situation where: one monitor shows the Arrangement view and the second monitor shows my Mixer? And both monitors can work in tandem?

How do i make sure that a video card can support displays simultaneously on two monitors?

I know the specs need to say “multiple monitors”, but will a VGA splitter work instead of a PCI card?
