Cubase Elements 9.5 only runs as administrator

I’ve purchased Cubase Elements 9.5. (I’m using Windows 10)
But after long and time consuming installation and activation, it doesn’t run
and issue the dialog box saying “No valid License found. The program will quit now”.
But if I run it as administrator, it just runs.
Is this behavior normal?
Should I run the Cubase as administrator every time?

Try to run elicenser control as admin and run maintenance.

I would run as admin for now and contact support for a better long term solution.
