So, if Cubase should be the master of the tempo and PA5X should follow, the Sources are set to Internal, and you are interested in the Destinations. If you want to stop sending the synchronisation data out, just disable the given MIDI Port.
As far as I know “External Sync” is used when Cubase needs to be sync slave.
In your use case you describe Cubase to be sync master, though. In this case External Sync needs be disabled.
Can you post screenshots of your sync settings dialog?
I think you don’t really mean “Activate External Sync”.
Activate External Sync is used when you need to synchronize Cubase to Midi Time Code masters like tape machines or video tape machines.
I assume you actually mean to have to go into the “Project Synchronization Setup…” dialog.

I have excellent experience with MIDI in general, but device synchronization is the one area I’m not very familiar with unfortunately.
Perhaps it is easier to disable sync on your PA5X? If not, you could explore using 3rd party tools, such as an intermediate virtual MIDI port that could easily be turned on/off.
I like the idea of using an intermediate MIDI layer instead of constantly changing sync destinations. I’m going to use Bome MIDI Translator to control the MIDI Clock with a single button press.
