cubase freeze on startup after windows update

Hi , i have cubase pro 9.5
after i install big windows 10 update, cubase started to freeze on startup

i tried to unistalled my ur-22 driver and tried to install last and different version of my audio interface but nothing works, i could use task manager/ end task and open it several times until it works fine
any solations please ?

Some time cubase works as well but most often do not, i recorded my screen you can see cubase worked fine first time 00:15 but did not work the next times

i had no issues before update my windows .
