Could you provide more details, please? Is the VST Mixer the last, you can see while starting Cubase? Then Cubase becomes frozen?
Could you try in the Cubase Safe Start Mode [Disable preferences], please?
The crash is in one of the Steinberg built in plug-ins. Could you try to reinstall Cubase and its content, please? Make sure, you install it as administrator, please.
I started Cubase and while it was loading I opened another window. Cubase froze during startup, the screenshot shows the frozen state when I created the dump. This only happens occasionally, i cannot reproduce it, Cubase works fine most of the time.
I will reinstall Cubase + Content and create another dump if it happens again.

I reinstalled everything as admin, but still it hangs sometimes. Attached a dump where it freezed after I double clicked on an existing .cpr file. Cubase was not running when I double clicked, it hung after it was starting, the menu bar was shown but did not respond.

The zip archive also contains two screenshots, because my startup procedure is a bit special. I have a Steinberg UR-44C audio interface. In the studio setup menu, section Steinberg-I/O entry UR-C I unchecked “Load Scene Data from Project File” (see Sceenshot), but on every startup it asks me whether I want to load scene data (other Screenshot). This is annoying but may also be related to the freezings I experience. Maybe because of some race-condition the driver is not able to pop up the annoying dialog box and then it hangs? Just speculating …
As said, it hangs occasionally (ca. 1 of 20 starts), and if it hangs then it always hangs before the “annoying dialog” is shown.

This crash is related to the Yamaha Steinberg USB driver.

I’ve upgraded to Yamaha Steinberg USB Driver 2.1.5 · 4.7 MB released at March 7th 2023, but still have a similar problem - it freezes when I try to quit Cubase (need to kill it in Task Manager). Any ideas how to avoid this?

Just to be sure, I would reinstall also Cubase as administrator.
If it crashes again, attach a new DMP file, please.
I did re-install Cubase 12.0.52 as admin a while back because of the same problem and also deleted all preference folders. I also re-installed the URC driver 2.1.5 as admin recently as mentioned above. Again Cubase hung when I wanted to close it, dump is here:
