Yesterday I installed Cubase 9.0.1. I got into the Help Menu to look at the Operations manual, but there was just one generic menu item to click on. When I clicked on it, all I got was a notification that I should go to the Windows App Store to get something that could read whatever it was, which was apparently not a PDF since I already have a PDF reader installed.
Later on, I found out online that you can download the PDFs from www.steinberg.help. But it would have been nice if the Cubase Help Menu had informed me of that instead of sending me off into the Windows App Store.
