Cubase is on the startup screen and scanning does not proceed

When I start Cubase, I keep getting the message “Scanning for VST3 plug-ins…”.
It turns out that the cause was the Waves plug-in.
I found that “WaveShell1-VST3” located in “C:\Program Files\Common Files\vst3” was stuck while loading.
It starts when I move WaveShell from vst3.

Also, if you start Cubase in administrator mode, the Waves plug-in loads correctly, but there are some limitations, such as not being able to drag and drop files from Windows to Cubase.

How can I force Cubase to load Waves plugins using VST3 plugin scanning by booting normally instead of in administrator mode?
Also, the old “WaveShell1-VST3” has been removed and only the latest version of the dll is present.

Current environment
Cubase is 13 on Windows 11.

Hi and welcome to the forum,

Make sure, you have the latest Waves plug-ins version installed. Also make sure, you have the latest iLok and the PACE software installed (if you are using it for the Waves).

If it doesn’t help, get in contact with Waves, please.

Downgrades to earlier versions and iLok authorization are no longer available for Waves products.

There is a description.
Licenses are managed by the Weves Control Center.
Do I still need an iLok?

Hi,

Why, please?

You don’t need it, in this case.

Sorry for my weird English.

I will write about the current situation.

・OS is Windows 11 64bit.

・The required Microsoft runtime is installed.

・I am using the latest version of Cubase Pro 13.

・Waves purchased Horizon V14 and updated to the latest version.

・Waves license activation is performed and installed using the Waves Central app.
*iLok is not used.

・Other DAW software Studio One can load and use Waves’ VST 3 plug-in.

  • When you start Cubase normally, it stops at “Scanning for VST3 plug-ins…” on the startup screen.

  • Running Cubase as administrator allows you to load and launch Waves’ VST 3 plug-ins.

-However, if you are running Cubase as an administrator, you cannot drag and drop sound sources from Windows.

  • In the case of Windows 10, it was possible to start Weves with “Normal startup without administrator”.

-The cause of freezing in Cubase occurs when loading “WaveShell1-VST3 14.XX_x64.vst3” located in “C:\Program Files\Common Files\vst3”.

・I also tried initializing Cubase settings, but it didn’t work.

What should I do next to resolve the issue?

Hi,

I would get in touch with the plug-in vendor.
