Can cubase LE use third party VST plugins?
If not, then what expansion possibilities are there ?

Yes, Cubase LE can use 3rd party VSTs and VSTis.

on a related issue, I have a bundled package with Cubase LE 8 and Halion Sonic SE2 (came with M-Audio interface).
Can I upgrade my Halion without upgrading Cubase? Unclear on the website.
