Cubase -> Nuendo Crossgrade - why not permanently bind Cubase to account, instead of surrender?

I can see why the system works this way, as someone could crossgrade to Nuendo and then give their Cubase away to a friend, or sell it thus negating their cost to get Nuendo and a crossgrade+discount price…

But with, licenses would it not be possible to just make the Cubase license non-transferable and bind it to the account doing the crossgrade?

Of course it would be possible but, why would Steinberg do that when you are “crossgrading” for a reduced price to a different software? It would make no sense for them to do that.

Bottom line… if want both software programs, purchase each, at full price.

In my case I just would like to be able to import cubasis “sketches” into cubase which i cannot do with a strictly nuendo license. It would be nice to have the ability to import cubasis projects into nuendo.
