This is not the Left Pan and Volume 0. Both values are set to Off. This means, the data from the given MIDI Track are going to be applied.
If you want to, you can adust the Pan and the Volume in the MixConsole or in the Inspector.
Yes, well… the midi channels in the mixer do not work the same as the audio channels.
While the audio channels let you change parameters AND show the current value of the parameters…
…the MIDI channels only let you change parameters. They do not necessarily show the current value. That has to do with how the MIDI 1.0 protocol is concipated.
So, it basically just shows “neutral” for volume and pan, represented by the value “Off” for both. The faders have to be somewhere, so Steinberg put them to the far left and to the bottom.
BTW - when you draw in CC#7 (Main Volume) into a MIDI part, the channeld will not reflect any chnages; when you convert the CC to VST automation the volume fader will start to show the current value. This is one of the reasons why VST was created the way it is - to overcome limitations of MIDI 1.0.

Yes, it is.
It will be interesting to see if one will use MIDI 2.0 devices in the future whether Cubase will then make the MIDI channels work like audio channel as MIDI 2.0 is supposed to enable bi-directional communciation.
