Parts in the arranger window are now intruding into the bottom scroll bar and UI controls…this wasn’t happening on previous version? On the screengrab - the pink part is overlapping the scroll bar and zoom controls

No, it’s not. It’s an optical illusion, where the red color seems to be closer to the viewer.
Download your screenshot and Zoom In. You will see, the blue and the pink Events are at the very same line (pixel-accurate).
Ha ha - you are correct!
You should add to the relase notes, that Cubase now comes with built in optical illusions
