Not sure if this is related or not, but might help your troubleshooting…
Try setting the VST Connect Cue in the Control Room Mixer to receive from the ‘Mix’ instead of ‘Cues’. this is a simple way to ensure that the performer is always hearing something (the ‘mix’), rather than having to set up individual cue sends for all channels in the project.
